Pursuant to the law the board met in regular session at 9:00 am on the 1st floor of the courthouse with Chairman Bill Pohl calling the meeting to order, along with commissioners Eric Noll and Jeff Schuele present.  County Counselor Pat Henderson also present along with Pauline Lee, County Clerk recording the minutes.

At 9:00 am Commissioner Noll made the motion to go into canvassing of votes for the General Election November 8th with Commissioner Schuele second and Chairman Pohl calling for a vote, all voted aye, motion carried, 3-0.

County Clerk Pauline M Lee presented to the board the information from the November 8th election day, which included tabulation by precinct, total vote count by precinct which went through the machines plus provisional.

County Clerk Pauline Lee went over the 208 provisional from advance voting and polling places with the commissioners as to legal authority etc. as to counting, Commissioner Schuele made the motion to go with the recommendations made by the County Clerk for counting the provisional, 106 were accepted to be counted, 3 partial since they went to wrong precinct, Commissioner Noll second with Chairman Pohl calling for vote, all voted aye, motion carried, 3-0.

List of write ins were presented to the board, County Counselor Pat Henderson forwarded to the board the list, split out by offices so that it would be easier to look it over. Board looked over the County Treasurer write in since there was a write in campaign.  Mr. Henderson had grouped what he felt would be tallied under heading of Sheila Bilderback for County Treasurer,  Board went through and the following were not counted under Sheila Bilderback by consensus of the board, Bilderback-42; S Bilderback,15;Bilderback,5;Shelly Bilderback,3,Bilderl,1; Blankship,1; Builderback, 1; Cheryl Bilderback, 1;Current holder Bilderback, 1; L Bilderback, 1; Sandra Bilderback, 1; Shela B, 1; Sheitz Bilderback, 1; Shelby Bilderback, 1; Shifila Bilderba, 1; Shila Pilerback, 1; Shiol Bilderback, 1; Shirley Bilderback, 1 Susan Bilderback, 1.  The rest were added under Sheila Bilderback, total 1121 write ins.

Commissioner Schuele made the motion to go with what the board determined to be write ins that could be included under Sheila Bilderback for County Treasurer, Commissioner Noll second with Chairman Pohl calling for a vote, all voted aye, motion carried.

After going through all documentation from the General Election, no changes to outcome were made,  At 10:08 am, Commissioner Noll made the motion to come out of canvassing votes into regular session with Commissioner Schuele second and Chairman Pohl calling for a vote, all voted aye, motion carried.

Minutes of Tuesday, November 8th were reviewed, Commissioner Schuele made the motion to approve as written with Commissioner Noll second and  Chairman Pohl calling for a vote, all voted aye, motion carried, 3-0.

Committee Reports, Commissioner Schuele told the board that had a Project Concern meeting and discussed new fical year starting in July, everything lookds good.  Commissioner Noll said he will havea NEK CAP meeting on Thursday Night, November 17th.

Commissioner Noll also talked to the board about new commissioners orientation in January, would like to go, he would drive back and forth and would not stay,  Chairman Pohl also showed an interest in going to new commissioner orientation,  County Clerk Pauline Lee will register Commissioner Noll and Pohl for the training January 12 and 13, 2017.

Seth Howard, Road and Bridge Superintendent appeared had two quotes one from Husker Steel and one from Metal Culverts, for culverts on 230th road east of Cummings, wash out and Jewell Road and 274th Road  also a wash out.  Husker Steel quoted two one at $46,336.00 and one at $35,056.00 this includes plans for the culverts, Metal Culvert was for tubes only $19,598.50.  Seth?s recommendation to the commission is for Metal Culverts for the tubes in the amount of $19,598.50,  Commissioner Noll made the motion to go with Metal Culverts upon Seth Howard, Road and Bridge Superintendent recommendation with Commissioner Schuele second and Chairman Pohl calling for a vote, all voted aye, motion carried.

Seth also talked to the board about approving an engineer to design the 2018 off system bridge replacement, Seth said he was okay with Schwab Eaton on the design,  Board told Seth to go ahead with Schwab Eaton on designing the 2018 off system bridge.

Seth asked the board if they were considering purchasing any land for a new county shop and what new step is,  Pat Henderson County Counselor said would be to locate some ground and them to make some offers.

Jamie Madison, HR Director appeared to give the county commissioners an update on where they were on balancing the county books.

Board discussed doing an RFP on auditors,  Pat Henderson County Counselor said that they could stay with current or go out for a new one,  no decision, since new clerk coming in didn?t know next year about delaying one year.

Board asked Sheila Bilderback, County Treasurer about vouchers that need to be done before can go forward on balancing books,  Sheila said that her office does not do vouchers, it is clerk?s side,  Pauline Lee said that they are working on it but when her deputy gets the daily statements and they do not balance she has to take them back over to treasurer office because they are not balanced and she can not go forward, once they are balanced then she can post the vouchers.

Shelly Nelson, Community Corrections Director appeared to have the commission sign off on the 2017 quarterly budget adjustment report.  Commissioner Schuele made the motion to have Chairman Pohl sign the report in behalf of the county Commissioner Noll second with Chairman Pohl calling for a vote, all voted aye, motion carried, 3-0.

Pat Henderson, County Counselor talked to the board about tax sale,  has three or four more that need to get service out to by end of week, then they can publish and have a tax sale by end of year.

Board said that they received a confirmation from City of Atchison for a joint meeting on December 19th at 6:00 pm at City Hall

Board received a letter from Kansas Department of Health and Environment on Kansas water Pollution control permits and hearings.

Bills for the week were approved

Commissioner Schuele made the motion to adjourn at 11:24 am with Commissioner Noll second and Chairman Pohl calling for a vote, all voted aye, motion carried, 3-0.
