Pursuant to the law the board met at 9:30 am in regular session with Chairman Mike Cavanaugh and
Commissioner George Ross, Jr. and Floyd Oswald present. County
Clerk, Pauline Lee recorded
the minutes. Leonard Buddenbohm, County Counselor was also
present.
Natalie Yardley, Joint Communication Supervisor with a
request for Interpol software for Sheriff, Police and Joint Communication,
total cost $12,000.00, request approved.
Bob Jackson, Road Supervisor appeared concerning county writing
a letter to the Kansas
State Historical on the Stranger Creek Warren Truss Bridge
on Haskell Road and 262
Road, not being in favor of the bridge being listed on the
National register.
Board will direct Martha Wilson, Receptionist to prepare a
letter stating that the bridge not be put on the National Register.
Donna Oswald, Clerk of the Court appeared with prices on
firewalls, block time and wiring for her computer system. Total cost with
Infinitec $7,371.52, request approved.
Board talked to Jim Lampe, County Appraiser on the house
across the street from the courthouse on 5th street.
Greg Stuart, Administrator of the Atchison Senior Village
appeared with a request for nursing supplies, $673.60, and request approved.
Also presented an employer report for accident on Kelly Norem.
Pauline M. Lee, County Clerk presented to the board
Resolution #1224 canceling outstanding warrants that are more than two years
prior to January 6 and are now barred by the statute of limitations, KSA 10-S
15. Chairman Cavanaugh made a motion to pass the Resolution 111224 canceling
county warrants that are two years old, Commissioner Ross second the motion,
Chairman Cavanaugh called for a vote, all voted aye, motion carried.

BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS:
Section I. That the outstanding
warrants described and designated herein have been issued more than two years
prior to January 6, 2003 and are now barred by the statute of limitations,
K.S.A. 10-815.
Section 2. That the County Clerk
and County Treasurer be and they are hereby authorized and instructed to cancel
and void the following described and designated warrants, to-wit:

that a copy of this resolution be handed to The Atchison County Treasurer and County
Clerk. And that the County Auditor is hereby authorized and directed to credit

Chairman Cavanaugh made a motion to approve the minutes of
December 23, 27 and 30, 2002, Commissioner Oswald second ‘with Chairman
Cavanaugh called for a vote, all voted aye, motion carried.
Board signed a letter to the Kansas Historical Society
requesting that Stranger Creek Warren Truss Bridge not be placed on the
National Register of Historic Places.
Eric Nieman, Nortonville appeared concerning the money he
puts toward dust control going toward improving the road past his house with
chip and seal. Board said they would have to wait and see what the new governor
will be doing to counties for 2003 and 2004. Only other way would be an
improvement district.
Danny Barnett, Noxious Weed and
Emergency Preparedness Supervisor appeared with end of year report on ambulance
runs for western part of county and also had a request for two defibulators for
Lancaster and Muscotah, this will be paid out of state want money, not cost to
county. Also talked to the board about transferring his pickup to county lake
and see about getting the 1979 Chevy truck back from County Lake if in good
shape to use as another spray truck. Board had no problem.
Board approved a manual check
from Law Enforcement Department out of Dare fluids in the amount of $200.00 to
the Atchison Redmen Basketball Team.
Commissioner Oswald made a
motion to adjourn at 12:10pm with Commissioner Ross second with Chairman
Cavanaugh calling for a vote; all voted aye, motion carried.
