Pursuant to the law the board met at 9:15 am in Regular
Session with Chairman George Ross, Jr. and Commissioners Floyd Oswald and Tom
Wagner were present. County Clerk Pauline M. Lee recorded the minutes and
County Counselor Leonard Buddenbohm was also present
Jim Goodman, Transfer Station Supervisor appeared with a
vacation request for Allen Harden during Thanksgiving, request approved.
Bobby Jackson, Road Superintendent appeared with a request
for a tube and band for a crossing along Rawlins Road south of 274th
road by Mt. Vernon Cemetery, called dispatch to notify the Mortuaries and also
had Dave Diebolt to call the mortuaries to let them know. He also told the
board that there are three gas lines across road, he didn’t have anyone to dig
around gas lines, Lester Marlatt with Marlatt Construction said that they can
do the digging. Also had Commissioner Wagner look at a tube that won’t carry
water, FEMA told him that they could replace with something bigger, Tom
Bennett, BG Engineering did a quote of $146,070 to replace tube with a cement
box, this is located in Mt. Pleasant Township, FEMA is coming tomorrow and will
talk to them and get back to the commissioners on Wednesday concerning the
outcome.
Bobby presented requests for antifreeze and tube and band,
total $1997.36, requests approved.
Board signed off on Payroll for October 14th,
total $171,124.73.

Board nominated Sheriff John Calhoon to the member of the
Board of KCAMP for Atchison County and also appointed John Calhoon to be the
voting delegate for the county at the annual meeting of KCAMP on November 21st
in Topeka, alternate would be Pauline Lee, County Clerk.
At 9:30 am Lolita Boyd-Jackson employee of Atchison Senior Village appeared concerning grievances. Since she has given grievances, she
has been harassed. She wrote another grievance on Friday and gave the brought
in a copy of the grievance to the commissioners. She has talked with the
special investigator for thirty minutes, has tried to reach him, and has to go
through Leonard Buddenbohm, County Counselor. Commissioner Wagner said that he
feels sorry for her and asked Lolita if she is continuing her counseling, only
went three times that is all the health insurance will pay for. Chairman Ross
told Lolita said that they have always been in the habit of not micro managing departments;
he asked Lolita what she wants the county to do. They haven’t received the
final investigation report. Lolita asked how many times before something is
done to Lila Bruna, DON concerning racial comments. She wants the harassment
to stop, want Lila Bruna and Peggy House to stop harassing her. Commissioner
Wagner is concerned with her health, have to ignore comments and do her job as
best as she can, keep her self busy. Primila Whitely said that the
Administration needs to treat all employees fairly and if they don’t they need
to be let go. Commissioner Oswald said until the investigation gets back and
they review it Florence Harper said Lolita should not have to receive calls at
home and be harassed and no employee should come in late all the times.
Chairman Ross said that he came up on Friday and got a copy of the grievance
and got with Sheriff Calhoon to see were the investigator is. He told Lolita
if anything else happened, to submit them in writing immediately. Lolita said
she talked to Sheriff Calhoon and he gave her Roman Gonzales number to talk to
him. Primal Whitely asked the board that the board have Lila and Peggy not
have any contact with Lolita unless it has something to do with patient care.
Chairman Ross said he is waiting on investigation report and will make his
decision. Lolita said that he can not afford to take a leave, needs the money
for rent, etc. Commissioner Oswald said they will get a hold of the
investigator and get it wrapped up, stress on Lolita. Chairman Ross said in
his opinion the contact issue at home doesn’t see any reason for this, and
feels that the charge nurse over Lolita deal with communication with Lolita and
would like to any complaints in writing if anything happens.
Danny Barnett, Emergency Preparedness and Noxious Weed
Supervisor a copy of the summary on the audio system. Have until 2013 to
update radios. Need to put up towers. Total cost, around $600,000 plus. Also
talked to the board about purchasing a car trailer to haul generator and gator
on it. He checked at Fenton’s and a car trailer would be $1400.00 and it will
be kept in Effingham, Board approved request, ½ to come from Noxious Weed and ½
from Emergency Preparedness.
Chairman Ross made a motion to go into an executive session
on a non elected personnel matter from 11:20 am until 11:45 am, Commissioner
Oswald second and Chairman Ross called for a vote, all voted aye, motion
carried. Board came out at 11:45 am; those present were Leonard Buddenbohm, County Counselor and Sheriff John Calhoon. No decision made.
Commissioner Wagner made a motion to go back into executive
session on a non elected personnel matter from 11:48 am until 12:00 pm,
Chairman Ross second and called for a vote, all voted aye, motion carried.

Calhoon.
Board reopened at 12:00 pm with no decision made.
Marlene Wagner, Register of Deeds appeared concerning trying
out a copier, the old copier needs some repairs, see if they will bring one in
to have them check it out.
Commissioner Oswald made a motion to approve the minutes of
October 12th as read, Commissioner Wagner second and Chairman Ross
called for a vote, all voted aye, motion carried.
