Pursuant to the law the board met at 8:30 am in Regular Session with
Chairman John Bishop and Commissioners Jerry Madden and Tom Wagner were
present. County Clerk Pauline M Lee recorded the minutes. County counselor
Pat Henderson was also present.
Board went out to the Transfer Station to met with Jim Goodman,
Transfer Station Supervisor to look at the temporary CDL site and to discuss how
they will handle disposal of the CDL. The regular CDL is open on Wednesday and
Tuesday. When it isn?t open people will be able to dispose of their demolition
in this temporary site, Commissioner Madden said that Chris Cox, Schwab Eaton
told them that they could leave it at the temporary site until the CDL ,
Commissioner Bishop stated that this was also save money instead of shipping
down the road, what goes in temporary site is the same thing as goes in CDL
site. Alan Harden employee wanted to clarify that all that goes in the
temporary site is small CDL loads not contractors demolition. Commissioner Madden
said that they are going to do cheapest way possible and will try dump truck
first. Commissioner Bishop said that they could buy a magnetic to pick up
nails. Commissioner Wagner said that he was under the impression that they
could leave it over night, this is why they went with this instead of roll
off. Board told Jim that they want it in writing as to what is legal for them
to do.
Jim Goodman, Transfer Station Supervisor presented a request for
repairs to 2003 pickup, total cost $1144.22, request approved.
Board returned to courthouse at 9:04 am.
Commissioner Wagner made a motion to purchase a used ambulance from
Dank Emergency Equipment in the amount of $52,000.00 and to do a lease purchase
with Exchange National Bank for $12,000 for three years at a 3.5% interest rate
with no early penalty if paid off before the three years is up. Commissioner
Madden, Chairman Bishop called for a vote, all voted aye, motion carried.
Commissioner Madden made a motion to have Chairman Bishop sign in
behalf of county when all paper work is done to satisfaction of the county
Counselor on lease purchase, Commissioner Wagner second with chairman Bishop
called for a vote, all voted aye, motion carried.
Barb presented the sales contract to the board for signature, Chairman
Bishop signed in behalf of the county.
Barb presented a request for the $52,000 to purchase a 2004 Lifeline
Ford E450 Type III ambulance, board will cut a check once the lease purchase is
finalized and county has money in hand.
Board approved a request for Van Diest Supply for chemicals for Noxious
Weed department in the amount of $2,839.36, request approved.
Bob Harmon, Director of EMS with the hospital appeared to go over
quarterly report. Bob told the board that they need to discuss with the board
about them going out in the county more than they have been. Board set up a
time of Wednesday, August 18th at 10:00 to visit with Bob and Barb
Jacobson, Emergency Preparedness Supervisor.
Shelly Nelson, Community Correction Director appeared with request for
scanners and printers, total cost $1395.70, request approved.
Joe Bowen, Maintenance appeared discussed the stain glass window bids,
has been in contact with several contractors on wood and glass. Have nothing
definite to give the board. Still working on getting quotes on replacing tiles
on courthouse roof.
Chairman Bishop made a motion to approve the minutes of July 28th
as read, Commissioner Wagner second with Chairman Bishop called for a vote, all
voted aye, motion carried.
Barb Jacobson, Emergency Preparedness Supervisor appeared with the
lease purchase paper work from Exchange National, need an attorney?s opinion,
which she will give a sample to Pat Henderson, County Counselor to do.
Matt Dorssom, Road and Bridge Supervisor appeared with a request on
mower, $990.16, request approved.
Bob Chambers with Cook Flatt and Stobel appeared and went over the
bridge inspection report with the board. There are 167 bridges that they
inspected and to go over which bridges needed to be replaced.
Board signed adds on personal property.
Board signed a workmen?s comp accident/incident report for an employee
in the County Treasurers office, medical only.
Chairman Bishop made a motion to adjourn at 10:45 am with Commissioner
Madden second and chairman Bishop called for a vote, all voted aye, motion
carried.
